Kathryn Howell, Ph.D.
Associate Professor at the L. Douglas Wilder School of Government and Public Affairs
Dr. Kathryn Howell is an associate professor in the Wilder School and the co-director of the RVA Eviction Lab. Through her work, she investigates ways to interrupt ongoing patterns of migration, displacement and segregation in cities, specifically forced moves as a result of eviction and gentrification. Her recent book on the preservation of affordable housing in Washington, DC examines the intersection between policies, governance and the built environment and proposes a broad framework for developing a tenant-centered approach to housing stability in changing communities. Dr. Howell was previously a practitioner in local government developing housing and community development policy in Washington, D.C. and Maryland agencies.
